Bylaws of the LP Get Stuff Done Caucus

PREAMBLE

WE, the Libertarians who focus on long-term, stable party growth, in order to promote voluntarily focusing the energy, time, and talents of our activists, leaders, and candidates on growing the party, do hereby create this caucus, the LP Get Stuff Done Caucus.

ARTICLE I.  DEFINITIONS

Section 1. Any reference to "caucus" shall refer to this LP Get Stuff Done Caucus.

Section 2. The National Party is Libertarian National Committee, Inc.

Section 3. A State Party is any party encompassing an entire state or United States Territory, and recognized by the National Party as an affiliate.

ARTICLE II. PERIOD OF DURATION

The caucus shall be perpetual, unless disbanded by a four-fifths (4/5) vote of its Central Committee.

ARTICLE III.  PURPOSE AND PHILOSOPHY

Section 1. The caucus is organized to:

  1. Promote the creation of county party affiliates, and training of our leaders and volunteers;
  2. Promote simplification of party rules with clear anti-corruption and anti-theft clauses;
  3. Promote respect for the party as a body, by showing other members respect even when in disagreement; and
  4. Ignore all inter-personal disputes and "drama".

Section 2. The requirements of any leadership are:

  1. Respect the decisions of party members, as expressed as delegates in convention;
  2. Always treat any leadership title as a responsibility, not as a privilege; and
  3. In a volunteer organization, no person with a vote should receive compensation beyond actual hard costs, or otherwise use the organization for their personal enrichment.

ARTICLE IV.  MEMBERSHIP

Section 1. Membership shall be granted to those who:

  1. Affirm the caucus oath, which reads: "I hereby pledge that I agree with, and adhere to, the National Party's Statement of Principles, and agree to focus on party infrastructure and affiliate growth, and to not participate in personal attacks or other drama."
  2. Are members of the National Party and/or their State Party; and
  3. Beginning March 15th, 2020, have within the past twelve (12) months paid an amount, adjusted for inflation in December of each year as indexed to $10, rounded down to the nearest multiple of $5 on January 1st, 2020.

Section 2. Membership may be revoked, for cause, by majority vote by the Executive Committee. Any revocation may be overturned by the Central Committee.

ARTICLE V. CAUCUS ORGANIZATION

Section 1. Central Committee

  1. Each State Party shall be allocated two seats:
    1. The first seat expiring one June 1st of odd-numbered years, and second seat expiring on June 1st of even-numbered years.
    2. Seats shall be elected by majority vote of the caucus members in their respective state, utilizing Ranked Choice Voting.
  2. From among those serving on the Central Committee, they shall elect a Chair, Vice-Chair, and Secretary of the Central Committee.
  3. From among the membership of the caucus, the Central Committee shall elect an Executive Committee which serves at the leisure of the Central Committee.
  4. The Central Committee shall be responsible for maintaining any governing documents of the committee.

Section 2. Executive Committee

  1. The purpose of the Executive Committee is to execute the will of the Central Committee in accordance with these Bylaws. The Executive Committee may create ad-hoc sub-committees, directors, and otherwise act to accomplish this purpose.
  2. The Executive Committee shall consist of a Chair, Vice-Chair, Secretary, Treasurer, and At-Large Representative.  When there is a vacancy, the Executive Committee shall inform the Central Committee.

Section 3. Electronic meetings between bi-annual conventions are hereby permitted.

Section 4. No person with a vote on a committee shall receive compensation beyond actual, documented hard costs, or otherwise use the organization for their personal enrichment. Any member of a committee who misses two (2) consecutive noticed meetings is recalled.

ARTICLE VI.  CONVENTIONS

Section 1. Bi-annual conventions of the membership shall be held on the day preceding the closing gavel of the Libertarian National Convention.

Section 2. All members of the Caucus shall be permitted to participate.

Section 3. No quorum requirements shall be enforced for any meeting, including conventions, which have been announced with at least 30 days' notice.

ARTICLE VII.  GOVERNING DOCUMENTS

Section 1. These Bylaws shall govern the day-to-day activities of the caucus.

Section 2. These Bylaws may be amended by the Central Committee, by a vote of three-fifths (3/5) of all seated members.

Section 3. These Bylaws may be amended by caucus members at the bi-annual convention.

ARTICLE VIII. PREFERENTIAL VOTING AND NONE OF THE ABOVE

Section 1. In any case where a question has been called to a vote and there are more than two (2) options, Instant-Runoff Voting shall be used to determine the winning choice.

Section 2. In any case where a question involves election or nomination, None Of The Above (NOTA) shall be an option.

ARTICLE IX. ALL OTHER CIRCUMSTANCES

Section 1. All situations not covered shall be governed by the latest edition of "Robert’s Rules of Order, Newly Revised"
